EDIT The connection is between the enchantment and the moons, as in it works at night, and has nothing to do with a connection between forge and the moons. You can enchant weapons at any time with the enchantments, but the forge does not grant the enchantment when making a weapon.

The addition was: You can forge lunar weapons at midnight and only when the 2 moons are showing and at their fullest. At no point was any change found in the forge. Sat there for a full month to see if this was true.
